The Quebec government selects business people, entrepreneurs and high net worth individuals wishing to become Canadian permanent residents and settle in the province. Following the acceptance of their application, successful candidates will receive a Certificate of Selection of Quebec (CSQ) and will be able to submit a permanent residence application to the federal government. Candidates may be eligible to apply under one of three business immigration categories:

- Quebec Immigrant Investor Program

- Quebec Immigrant Entrepreneur Program

- Quebec Immigrant Self-Employed Program

Quebec Experience program

The Quebec Government encourages foreign workers working in Quebec and international students completing a program of post secondary studies in Quebec, to permanently remain in the province.

Quebec Experience Program – Graduate Stream

The Quebec experience program (Quebec Graduate Stream), enables qualified international students, on a valid study permit, to apply for permanent residence after successfully completing approved full-time studies in an eligible study program in the province of Quebec. International students who have the required finances and other qualifications, must first obtain admission to an eligible study program and must obtain a study permit to study in Canada. Students can start their new life in Quebec within months, complete their study program, secure a post-graduation work permit, and from there apply for the CSQ and then permanent residence through the Quebec Experience program.

Quebec Experience Program – Temporary foreign worker

This program applies to foreign worker currently holding a job, in Québec for at least 12 of the last 24 months, and have an advanced intermediate knowledge of oral French. Quebec Skilled Worker Program

Foreign nationals wishing to settle permanently in Quebec must be selected by the Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI). Selected applicants will receive a Quebec Certificate of Selection (CSQ). CSQ holder must file an application for permanent residence with Citizenship and immigration Canada.

Interested candidates are now invited to declare their interest to immigrate to Quebec by submitting an online profile to the Quebec’s Expression of Interest Bank (EOIB) through Arrima Portal. According to MIDI, the selection of candidates from the EOI bank will be based on criteria defining the person’s profile in terms of employability and contribution to the vitality of the French language.

Candidates invited to apply for a CSQ will be directed to a secure space in the Mon Projet Quebec Portal. They will be able to complete their application, submit it and pay the required processing fees within a deadline of 90 days. Candidates can also follow the status of their application.
